The New York City Tenement Museum used historic Black newspapers to create its latest exhibit

That framing has made locating ordinary working-class Black women, like Rachel [in the exhibit], a challenge. The use of immigrant and community press archives isn’t new for the Tenement Museum. For the “Family Owned” exhibit about the Schneiders, German-speaking immigrants who owned and operated a lager beer saloon, the museum referred to the New-Yorker Staats-Zeitung, which was the most read German-language newspaper in 19th-century New York.

The living space (or bedroom, or workshop, whatever the tenant used it for) is separated by the window and covered with a curtain to create a separation of the space. While New York City had the capability to provide fresh water to residential units in the late 1800s and remove waste through a sanitation system, the demand for these services overwhelmed the system. The 1894 Tenement House Committee found almost no water being supplied to residents. In our two historic tenements, visitors and K-12 students explore the homes of diverse families with roots all over the world, who lived in New York City between the 1860s and the 1980s. We offer interactive guided tours of our buildings and the iconic Lower East Side neighborhood. Tenements were apartment housing complexes and they were not illegal, however, the conditions were unsanitary and at times dangerous.

Also, CBSC had no control over the filing of a building standard with the Secretary of State, and no appellant powers. Because of its limited powers to control the building standard regulatory process, CBSC was unsuccessful in its attempts to resolve longstanding problems that made it almost impossible for users of the code to understand and comply with its requirements. Emergency building standards were adopted during the year in response to Executive Order No. B by Governor Edmond G. Brown Jr., which addresses the drought conditions in California. In an effort to increase water conservation in new buildings, these emergency building standards were proposed by CBSC, Division of the State Architect, Department of Housing and Community Development, and Office of Statewide Health Planning and Development, and adopted by CBSC. On June 16, 2015 a balcony failure occurred at the Library Gardens Apartments in Berkeley, California, which resulted in serious injuries and fatalities.

The shelves themselves have been decorated with either crocheted lace doilies or paper cut to look lace-like. The table is covered with two fringed tablecloths, an effort to provide some decoration. While the flooring appears to be peeling up a bit behind the table, the resident of this unit clearly took care to decorate the unit. While the nationalities map itself may not get much clearer to decipher on repeated examinations, the broader effect of the erratic design is what made the impact at the time and, alongside its historical context, why it still resonates today. The methodology behind the nationalities map raises more fundamental concerns. Even African Americans are mapped separately from “natives” (in this context, meaning white Americans born in the United States).

Early tenements might occupy as much as 90 percent of their lots, leaving little room behind the building for privies and water pumps and little ventilation, light, or privacy inside the tenement. With a large extended family and regular boarders to help pay the rent, which could otherwise eat up over half of a family's income, a tenement apartment might house as many as from ten to twelve people at a time. These tenement residents often also worked in the building in such occupations as cigar rolling and garment making. The tenement laws were challenged in courts and amendments, and a new "Multiple Dwelling Law" took shape in 1929.

How the Other Half Lives

This policy resulted in a situation where more than 20 agencies, ranging from the Barbers' Licensing Board to the State Architect, can adopt building standards and publish them in the separate titles of the California Administrative Code (renamed in 1988 to the California Code of Regulations). These three organizations dissolved their respective organizations and blended their copyrights and assets into ICC. The purpose was to discontinue publishing three different and competing building codes, in favor of one nationally acceptable code.

His collection of photographs, taken in New York’s Lower East Side, wasn’t just a missive on the area’s poverty, it pleaded for conditions to change. Between 1902 and 1914, the New York City Tenement House Department started documenting the tenement conditions. Their photographs live on as a testament to the time when merely renting a space to live in put the tenants’ lives at risk. To meet the new requirements, landlords had to update old buildings with skylights in the hallways, to provide natural light for as long as it was available over the course of the day. To assist residents once nighttime set in, landlords were required to make sure that a lamp burned from sunset to sunrise along first- and second-floor stairways.

In the law of easements, a dominant tenement or estate is that for which the advantage or benefit of an easement exists; a servient tenement or estate is a tenement that is subject to the burden of an easement. It quickly became a bestseller and sparked nationwide interest in tenement and social reform. The City, by order from President Roosevelt, closed the worst lodging houses. And the city, again, tried tenement reform and stricter enforcement of tenement housing policies. To meet the new city regulations, new tenements, with their access to windows in at least one room of the unit, would install windows like the one shown in this image, to encourage air flow and natural light into the interior rooms.

The measure was designed to increase ventilation and fight diseases, such as tuberculosis, that ravaged tenement neighborhoods. To meet the standards of the 1879 law, builders designed the "dumbbell tenement" with narrow airshafts on each side to create a dumbbell-like shape from above. Despite slightly better fireproofing and ventilation, reformers attacked these buildings as only a limited improvement on existing conditions. A typical tenement building was from five to six stories high, with four apartments on each floor.

Aiming to convey diversity among immigrant communities in New York, the map depicts the proportion of major “nationalities” in each sanitary district of the city. In fact, the map seems to resemble more closely the dazzle camouflage, a design aimed at confusing the observer, used on British and American warships in the first half of the twentieth century. On this tour, learn about the architects, artists and everyday people who influenced the design and use of the neighborhood’s buildings and shaped the streetscape of you see today.
